Mod features

What the mod adds when you play in VipMod

  • Freeze money & resources

Turn it on in the MOD menu (the red VIP badge in the top-left corner) and buildings, furniture, land and gem purchases stop costing anything, even when you can't afford them yet. Cash and gems read 99,999,999 while it's on. If the game is already open, it asks for one restart before the switch applies.

Requires VipMod VIP2. Income and rewards don't add up while it's on either. Switch it off and your real cash and gems come back exactly as they were.

  • Free gem packs

Tap a real-money pack in the Shop, like the $1.99 pack of 600 gems or the Starter Pack, and its contents are added right away without a payment screen.

Requires VipMod VIP2. Turn off the money freeze before buying, or the gems won't be added.

  • Rewards without watching ads

Tap a watch-video button, such as the daily gem claim in the Shop, and the reward arrives instantly with no ad to sit through.

Requires VipMod VIP1. The game's own daily limits and cooldowns still apply.

About this game

I opened Happy Citizens expecting a slow, cozy builder, and for the first ten minutes that's exactly what it was. A pink-haired girl named Lolo calls you Mayor, points at an empty lot, and walks you through building a small villa and putting a bed inside it.

The moment that made me stop came a little later. I built a park, and before the bushes had finished popping in, the screen filled with a Starter Pack offer for $1.99 and a two-day countdown. That's when I started paying attention to how this city is really paid for.

A bed for 1,500 cash, and the tax starts flowing

The loop is simple and it clicks quickly. You tap an empty plot, pay cash to put up a building, then open it and buy the furniture one piece at a time. My second Small Villa cost 2,000 cash plus a few purple resource points, and it stood up in three seconds.

Inside, every item raises the building's hourly income and adds stars to its level bar. A Small Bed costs 1,500 cash and adds 30 tax an hour, and once I'd bought the bed and three more pieces, the villa jumped to level 2 and my city income climbed from 221 to 322 an hour.

Public buildings work the same way with different items. My Basic Restaurant sold me extra dining tables, a set menu and a children's play corner for 1,400 to 1,500 cash each. The play corner is the clever one, because it gives citizens experience whenever customers use it.

Lolo, Kevin and thirty-eight empty cards

The part that makes this more than a tycoon game is the people. Each citizen has a rank, a job type, four stats and a short bio, and Lolo turned out to be a D-rank service worker paying 120 cash an hour in tax. Her card even lists her favorite places, which in her case are restaurants and parks.

Recruiting is a little scene of its own. A newcomer named Kevin wandered up to a phone booth, asked whether this city really welcomes everyone, and then moved into my second villa. After that the camera followed him around the street with a little "Wandering" tag above his head.

The citizen list shows 2 out of 40 hired, so most of the roster is still gray silhouettes. Citizens also show moods over their homes, and at one point my first villa had a "Constipated" bubble floating over it, which made me laugh more than any tutorial line.

A park at level 4 and a Technology Area at 15

Above all of this sits your city level, the star in the top-left corner. Leveling buildings or citizens fills it, and each new level unlocks something on the building list. The Basic Park opened at level 4, while two office buildings and a bar were still padlocked, the bar waiting on a train station I hadn't unlocked yet.

Bigger goals are spread out on purpose. The Technology Area asks for city level 15, the Speed Up button only opens at level 8, and the Mayor tab was still locked when I stopped. A day and night clock also runs at the top of the screen, and the whole map dims when it gets late.

Two currencies run everything. Cash comes from hourly tax and pays for buildings and furniture, while gems, which the shop also calls diamonds, buy cash bundles when the tax can't keep up.

Where the shop starts doing the math for you

The shop is smart about it, because its cash bundles grow with your income. Early on, half an hour of income cost 50 gems and paid 13,260 cash, and after a few upgrades the same button paid 26,520. The bigger options are 4 hours for 250 gems and 20 hours for 1,000 gems.

Real money buys cash directly too. The top row of the shop sells 53,040 cash for $0.99, and the 12-hour and 30-hour bundles cost $2.99 and $4.99, each limited to one purchase a day.

Gems come in slowly for free. The daily gem box paid 5 for nothing, then 15 and 20 more for watching ads, before locking up for about 19 hours, so a patient day brings in 40 gems. Real money is the fast lane, with 600 gems for $1.99, 7,200 for $16.99 and 60,000 for $99.99.

Then there are the offers. The Starter Pack bundles about 1.1 million cash and 100 gems on day one, more on day two, and a little Eiffel Tower decoration on day three. A Monthly Pass at $9.99 a month adds 2,500 gems up front and 150 more every day.

The free ads aren't short either. The one behind the daily gem button was a full-screen store ad that ran for about half a minute before the close button showed up.

What the three switches did to my city

The VipMod version adds a red VIP badge in the top-left corner of the game, and tapping it opens the MOD menu with three switches. Every time I flipped one mid-session, the game asked to restart first, and after it reopened the switch worked.

I tried the ad switch on that same daily gem button. With the mod off, I sat through that store ad and got 15 gems. With it on, the reward screen showed 20 gems right away and my balance went from 20 to 40, with no video at all. The button then showed a 19-hour wait, so the daily limit still applies.

The gem pack switch was the most dramatic. Tapping the $1.99 pack took me from 40 to 640 gems instantly, and a second tap took me to 1,240. I spent 50 of them on half an hour of income, and the cash landed as normal while the gems dropped to 1,190. The Starter Pack went through the same way, and day one dropped about 1.1 million cash into my account.

With the freeze switch on, both counters read 99,999,999, and I bought a food truck, two more park items and a 1,000-gem cash bundle. When I switched it off, my real balance of 1,290 gems was untouched. A few things to know up front:

  • The freeze is a pause, not extra money. Its help text says rewards stop adding up while it's on, so I only turned it on for building sprees.
  • Turn the freeze off before you buy a gem pack, or the new gems won't stick.
  • The two money switches are part of VIP2, while the ad switch only needs VIP1.
  • Expect a quick restart whenever you change a switch in the middle of a session.

How it played after an hour

The best thing about Happy Citizens is its charm. The buildings look like toys, every purchase shows up in the room right away, and the citizens have enough personality that I actually read their little bios. It's a relaxing game to have open while doing something else.

The weaker part is pacing. Early levels fly by, but the gaps between unlocks grow fast, and the game fills them with offers, timers and ad buttons. Within half an hour I had seen a starter pack, two passes and a row of cash bundles limited to one purchase a day.

On Google Play in the US it sits at 4.7 stars from about 190,000 ratings, with more than 5 million downloads, and it's rated Everyone. The language menu lists at least 17 options, including English, Spanish, Portuguese, French, German, Japanese and Indonesian.

So who should build here

If you like cute city builders where you care about the people as much as the buildings, this one is easy to recommend. Sessions are short, there's always another bed or table to buy, and the citizens give the city a bit of a story.

If you tried it before and drifted away once every upgrade started asking for gems or a few hours of waiting, that's where the mod earns its place. The ad switch saves you from the videos, and the two VIP2 switches let you build the city you had in mind instead of the one your hourly tax allows.
